The National Development Plan 2025-2029 and Vision 2050 is founded on the Vision of Empowering the People of Fiji through Unity. To lay the groundwork for achieving the vision, the NDP is implementing a suite of policies and strategies across 3 pillars – economic resilience, people empowerment and good governance. The ultimate goal of the NDP is to bring greater prosperity to the nation, reduce poverty, and improve the social and economic wellbeing of our people. Our people will be at the centre of development and the NDP therefore is shaped as a Plan for the people.
Focus of the NDP – outcome of an inclusive and participatory approach
The NDP is the result of extensive engagements and consultations undertaken to understand the concerns and issues confronting the people across the country. This began with the National Economic Summit in April 2023. It was followed by Technical Working Group (based on 11 thematic areas) meetings which consisted of key stakeholders from the private sector, civil society, academia, and multilateral and bilateral development partners to gather input and feedback on various aspects of development needs and challenges. This culminated in the face-to-face public consultations with over 21,000 people, including women and youth, across the 4 divisions of Fiji. The NDP also captures Fiji’s international obligations under the United Nations and other international and regional organisations. The outcomes of the Plan, identified as key performance indicators, are aligned to the Sustainable Development Goals (SDGs) and international conventions.
Key Outcomes – tackling the long standing challenges that have held us back
The NDP tackles the long standing challenges that have held us back: low rate of productivity, infrastructure deficit, lack of investor and business confidence, ongoing skills challenges, and low economic growth. That is why the NDP has been developed to identify priority areas, policies, strategies and projects for the next 3 and 5 years.
The key 3 years outcomes particularly focus on impactful enablers to catalyse human development, increase economic activity and propel economic growth, while mitigating against shocks such as the impact of natural disasters. The 5 years outcomes will build on and expand on the 3 years outcomes. The NDP tells the story of where Fiji is going over the next 3 and 5 years, how we intend to get there, and importantly why. Policies and strategies contained in the NDP are crucial towards attracting investment and raising productivity in key growth sectors in order to sustain higher economic growth rates.
The NDP also presents Fiji’s Vision 2050, a 25 year long term vision for Fiji. The vision outlines the long term development goals based on the aspirations of the people. The long term vision will guide the short and medium term plans for Fiji. Fiji aspires to be a high income, inclusive and advanced nation bringing a better quality of life for all Fijians by 2050.
Implementation, Monitoring and Evaluation (IME) – commitment to accountability
A plan defeats its purpose if it is not implemented, and its progress not monitored. The NDP is underpinned by an integrated IME framework which will be set up to keep track of the quarterly and yearly implementation of the Plan. An IME framework is essential to ensure timely implementation of policies and strategies, optimise resource allocation, improve the effectiveness of programmes and enable stakeholder engagement and feedback.

Executive Summary

The ultimate goal is to improve social wellbeing and bring greater prosperity to the people and the nation. The people will be at the centre of development and the NDP therefore is configured as a Plan for the people. The Plan is intended to be inclusive and to ensure that no one is left behind from mainstream progress and prosperity of the nation, which resonates with the United Nations 2030 Agenda for Sustainable Development.
